Your inquiry regarding the article in the Barstow Dispatch related to the service reviews for the Daggett, Newberry, and Yermo CSDs was forwarded to me for response. Unfortunately, the article did not completely describe the process.
As required by LAFCO law, defined in the California Government Code, LAFCO is required to conduct a municipal service review and sphere of influence update every five years for each of the cities and special districts under its purview. The municipal service review looks at the service being provided and the operations of the agencies. The sphere of influence update looks at the agency’s sphere of influence. A sphere of influence is a planning boundary of an agency; it is not its physical boundary.
Currently, LAFCO is processing the municipal service reviews/sphere updates for the three CSDs as required. The paper misinterpreted the processing of these reviews indicating that we are looking at consolidating the districts. This is incorrect. Rather, as required, we are reviewing service options as a part of our review. One option LAFCO staff will look at is consolidating the spheres of influence of the three districts as a direction for future consolidation. Consolidation as a jurisdictional change can be proposed by either the districts, singularly or collectively, or by the Commission.
LAFCO will be holding a community meeting to review its findings regarding these reviews in December. We hope to have it at Silver Valley High School. If you are a registered voter, you will receive a community meeting notice from LAFCO in the mail. You can also respond to this email to be placed on the mailing list for that meeting notice and notice of all future considerations related to the CSDs as well.
